Notice of Project Cancelation

The City of Coalinga wishes to thank the Respondents to the City's solicitation process for their continued interest in the City’s proposed Design-Build Project for the Municipally Owned Wastewater Treatment Plant and Sewer Trunk Line. Over the past several months, the City has been reevaluating capital needs related to their wastewater infrastructure and the current rate structure, which supports both capital and operational needs. Following the assessment of our ongoing program and the financial obligations that would be incurred by the City in order to implement the proposed project, it has been determined that the level to which existing wastewater rates would need to be increased is not reasonable at this time given the current economic downturn. Given this decision, we must reluctantly inform you that the City has decided to defer the project for the foreseeable future.

This decision was made after much discussion among City staff. Our Council members have considered the issues very carefully in light of the financial information presented by staff and believe that it is in the best interest of the rate payers to defer the project. The City will continue to provide high quality wastewater services and will reevaluate project options once economic conditions improve and development activities increase in the future.

We again wish to thank the Respondents for their interest in the project. Should the City consider moving forward with the project in the future, we will contact all Respondents to the Project Request for Qualifications to determine your interest in participating in the any future solicitation.

Revised Schedule to Short-list Respondents:

The City of Coalinga has determined that short-list notification will be postponed until after the mid-term election and with a time frame that allows the City's elected officials opportunity to address immediate needs and properly schedule the Selection Committee's short-list recommendation on the City Council's agenda.  Plase be advised that the City now anticipates short-list notification during March 2011.


Request for Qualifications:

The City issued a Request for Qualifications (RFQ) for consideration by perspective Respondents. Statements of Qualifications (SOQs) were required to be submitted by 04:00 PM PDT, Thursday, June 3, 2010.  RFQ documents may be downloaded from this webpage (see link to the right side of this page) The City received ten (10) Statement of Qualifications (SOQs) in response to the RFQ by the submittal date and time identified above. A list of Respondents may be downloaded from this webpage (see link to the right side of this page).  The City's Selection Committee is currently undertaking the SOQ review process, which will culminate in the short-listing of Respondents to receive the City's Request for Proposals for the Project.

A pre-submittal conference related to the City's RFQ was held on Wednesday, May 5, 2010 at 9:00 AM PDT at Coalinga City Hall.  A copy of the meeting presentation is available for download. Project Communications:
  The City has previously established the date of October 26, 2009 as the initiation of the City’s solicitation period.  All potential respondents to the City’s solicitation shall conform to the requirements identified in the Communications Protocol, which is included as an appendix to the RFQ as well as posted on this webpage. Please see the respective link to the right side of this page.  Parties who are interested in participating in the City's solicitation process are instructed to download and review the communications protocol for the Project.

General Procurement Approach & Objectives
The City’s solicitation process will be structured to select a single design-build entity that will be responsible for the successful design, construction, start-up and commissioning of the proposed wastewater treatment plant and trunk sewer.  The contractor will also have responsibilities associated with decommissioning activities related to the existing treatment works.  In order to expedite the completion of the facility, mitigate risk of project delivery and optimize the use of capital funds needed to implement the improvements, the City retained the services of KEH & Associates, Inc. in association with Hawkins Delefield & Wood as design-build program managers to assist in the preparation of design-build procurement documents as well as design-build contract documents and to assist the City in the development and management of the procurement and project execution process.  The procurement process will be structured to properly address issues associated with design-build delivery including, but not limited to, risk acceptance, review of design document deliverables, construction monitoring and reporting, performance and parent company financial guarantees, staffing, indemnification, insurance coverages, uncontrollable circumstances, change in law, commissioning requirements, potential requirements of treated water delivery agreements with end users, regulatory reporting, facility audits and final acceptance based on condition assessments.  The procurement will be open, fair and measurable relative to selection and afford the City with the opportunity to negotiate the optimum design-build agreement with the selected entity.

Procurement Process Overview
The City will undertake the procurement for design-build services utilizing a 2-step process.  First, a Request for Qualifications will be issued to interested parties.  Qualifications will be received and evaluated based on criteria to be established by the City.  The request is intended to produce preliminary responses from teams that have experience in design, construction and commissioning of wastewater treatment and transmission facilities. SOQs received will be utilized in part for finalizing the formal Request for Proposals.  Following receipt of SOQs, the City reserves the right to limit the number of respondents by selecting the best-qualified entities based upon the information contained in the SOQ.  Selected Respondents shall receive the City’s Request for Proposals, which shall establish the basis of the 2nd step of the solicitation process.

An RFP will be produced which allows maximum opportunity for entities demonstrating superior design-build delivery capabilities in the development of municipal wastewater treatment and transmission infrastructure to respond.  Entities qualified under the SOQ selection process will submit detailed proposals for the design, construction and commissioning of the proposed facilities as well as the decommissioning of the existing WWTP. The RFP will outline expanded project performance and functional requirements, schedule requirements and comments to the City’s draft design-build agreement, which shall be included as an appendix to the RFP.

Proposals will be evaluated on the basis of best value considering a number of factors including, but not necessarily limited to, general design-build qualifications, past performance, team personnel, project approach, process technology, quality, schedule, and cost.  Factors to be considered for selection, as well as their respective weighted point value relative to selection, will be identified in the City’s RFP.

Communications During the Procurement Period
The City will implement a communications protocol during the procurement period, which shall be followed by all interested parties responding to the solicitation documents associated with the Project.  The protocol is included on this page for download & viewing.

Preliminary Solicitation & Project Milestones
The following are some of the anticipated key Project milestones.  The City reserves the right to modify Project milestone dates or terminate the solicitation process if at any time such action is considered in the best interest of the City.
